Upon review, the DoD observed that many active authorities contractors had been unsuccessful in enforcing those measures. In addition to locating regions of non-compliance, the logic at the back of having a plan to implement security controls isn't a strong enough threshold to measure adequate protection. This attention highlighted the want for a more standardized review process and standards to measure vendors.
